Senate Republicans Back Trump's Proposal to Replace Affordable Care Act

US lawmakers are working through the weekend for the first time since the government shutdown began over a month ago, but hopes for a bipartisan agreement on how to resolve the standoff appeared to recede as GOP senators proposed a plan toxic to Democrats: scrapping the Affordable Care Act, known as Obamacare.

Growing Impact of Federal Closure

The impact on Americans from the lengthiest shutdown of the US government in history deepened on Saturday, as government employees went without pay, airlines were compelled to ground planes and SNAP benefits have been postponed for 42 million Americans.

President's Plan from Golf Course

As Saturday's meeting got started, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Support

Several Republican senators praised the proposal, which is comparable with a replacement for Obamacare put forward in 2017.

"We will replace this broken system with something that is truly better for the patient," one senator said.

Another senator commended Trump's suggestion on online platforms, and displayed a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator posted in reply to Trump's proposal. "We need to stop public funds from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Reaction

Democratic senators shared alarmed responses to Trump's plan.

"Essentially, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been defeated by voters and Congress."

Another lawmaker responded to the criticism of carriers by posting: "Well, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Really? Then I applaud your support for Medicare for All."

Continuing Talks

The Senate went into recess without reaching a resolution, but Senate Republican leaders have indicated an openness to an emerging proposal from a handful of centrist lawmakers to end the shutdown in return for a future vote on the ACA subsidies.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans turned down an offer to restart the government and continue the subsidies for a year.

Another leading Democratic lawmaker continued in maintaining that Republicans should accept a 12-month continuation of the payments before negotiating the long-term of the tax credits.

"Doing nothing is irresponsible because people will go bankrupt, people will lose insurance, people will get sicker," the senator said in a floor speech. "That is what will happen if this Congress does nothing."

Political Dynamics

Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to restart the government, and the idea of eliminating and replacing Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Some analysts suggested that the core of such a plan would remove the ACA's requirement that insurance companies cover individuals with pre-existing conditions.

After his resort visit, Trump returned to his residence and reiterated on his insistence that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a version of the proposal that failed to garner enough backing in 2017.
